UPDATE: DACA will NOT be fully restored

On Friday, U.S. District Judge John Bates issued a partial stay on his own ruling- no longer requiring the government to fully restore DACA (i.e., it will neither need to accept completely new DACA applications nor need to issue Advance Parole documents to DACA holders); Judge Bates had a change of heart as he did not want to add to legal the mess related to DACA.
