U.S. District Court Judge for the Western District of Washington, James Robart, issued his decision on Saturday, December 23, 2017 granting the motions for a preliminary injunction for both the individual plaintiffs and the organizational plaintiffs in the case. The preliminary injunction for the individual plaintiffs means that the applications of the follow-to-join refugee applicants from the affected countries will continue to be processed and the follow-to-join refugee applicants from the affected countries will continue to be permitted to enter the U.S. as refugees. And, the preliminary injunction for the organizational plaintiffs means that the Agency Memo cannot be enforced against those refugee applicants from the affected countries as long as they have a "bona fide relationship to a person or entity within the U.S."
